On December 3-4, 2025, the Safe Animal Feed Education (SAFE) Program hosted its 9th annual Preventive Controls Qualified Individual (PCQI) training in Modesto, CA. The two-day training was attended by 21 participants who successfully completed a Part 1 online training portion prior to attending the in-person interactive Part 2.

The Food Safety Modernization Act requires that certain activities must be completed by a “preventive controls qualified individual” who has “successfully completed training in the development and application of risk-based preventive controls or is otherwise qualified through job experience to develop and apply a food safety system.” This course developed by the Food Safety Preventive Controls Alliance (FSPCA) is the “standardized curriculum” recognized by the U.S. Food and Drug Administration (FDA); successfully completing this course is one way to meet the requirements for a “preventive controls qualified individual.” These courses are taught by Lead Instructors trained by the FSPCA, who have been instructed in how to teach the FDA-recognized standardized curriculum. SAFE’s KC Gutenberger and CFRP’s Samantha Moran-Defty are Lead Instructors and co-hosted the training.
