A pest rating proposal is required to determine a permanent pest rating.<\/p>\n<h5>History &amp; Status:<\/h5>\n<p><span style=\"text-decoration: underline;\"><strong>Background<\/strong><\/span>: <em>Thrips palmi<\/em> is a highly polyphagous insect that breeds on the flowers, stems, leaves and fruit of many species of plants and causes serious damage to food crops\u00b2,<sup>4<\/sup>. Crops that are often severely damaged include: <strong>Solanaceae<\/strong>: eggplant (<em>Solanum melongen<\/em>a<sup>4<\/sup>), pepper (<em>Capsicum<\/em> spp.<sup>4<\/sup>), potato (<em>Solanum tuberosum<\/em><sup>4<\/sup>), tobacco (<em>Nicotiana tabacum<\/em><sup>4<\/sup>), ground cherry (<em>Physalis<\/em> spp.<sup>4<\/sup>); <strong>Cucurbitaceae<\/strong>: bittermelon (<em>Momordica charantia<\/em><sup>4<\/sup>), cucumber (<em>Cucumis sativus<\/em><sup>4<\/sup>), watermelon (<em>Citrullus lanatus<\/em><sup>4<\/sup>), muskmelon (<em>Cucumis melo<\/em><sup>4<\/sup>), cantaloupe (<em>Cucumis melo<\/em> subsp. <em>melo<\/em><sup>4<\/sup>), pumpkin (<em>Cucurbita pepo<\/em><sup>4<\/sup>), squash (<em>Cucurbita<\/em> spp.<sup>4<\/sup>), zucchini (<em>Cucurbita<\/em> <em>pepo<\/em><sup>4<\/sup>), edible gourds (<em>Cucurbita<\/em> spp.<sup>4<\/sup>); hyotan (<em>Lagenaria siceraria<\/em><sup>4<\/sup>); <strong>Leguminosae<\/strong>: kidney bean (<em>Phaseolus vulgaris<\/em><sup>4<\/sup>), broad bean (<em>Vicia faba<\/em><sup>4<\/sup>), cowpea (<em>Vigna unguiculata<\/em><sup>4<\/sup>), green bean (<em>Phaseolus vulgaris<\/em><sup>4<\/sup>), soybean (<em>Glycine max<\/em><sup>4<\/sup>), togan (<em>Benincasa hispida<\/em><sup>4<\/sup>); <strong>Amaranthaceae<\/strong>: chinese spinach and amaranth spinach (<em>Amaranthus dubius<\/em><sup>4<\/sup>); <strong>Benincaseae<\/strong>: Chinese wax gourd (<em>Benincasa hispida<\/em><sup>4<\/sup>); <strong>Asteraceae<\/strong>: <em>Chrysanthemum<\/em> spp.<sup>4<\/sup>, <em>Dahlia<\/em> spp.<sup>4<\/sup>; <strong>Malvaceae<\/strong>: cotton (<em>Gossypium<\/em> spp.<sup>4<\/sup>); <strong>Myrsinaceae<\/strong>: <em>Cyclamen<\/em> spp.<sup>4<\/sup>; <strong>Convolvulaceae<\/strong>: morning glory<sup>4<\/sup>, sweet potato (<em>Ipomoea batatas<\/em><sup>4<\/sup>); <strong>Orchidaceae<\/strong>: orchids<sup>4<\/sup>; <strong>Apocynaceae<\/strong>: <em>Plumeria<\/em> spp.<sup>4<\/sup>; <strong>Pedaliaceae<\/strong>: sesame (<em>Sesamum indicum<\/em><sup>4<\/sup>). Other reported hosts include: <strong>Lauraceae<\/strong>: avocado (<em>Persea americana<\/em><sup>5<\/sup>); <strong>Rutaceae<\/strong>: Citrus spp.<sup>5<\/sup>; <strong>Anacardiaceae<\/strong>: mango (<em>Mangifera indica<\/em><sup>5<\/sup>); <strong>Rosaceae<\/strong>: peach (<em>Prunus persica<\/em><sup>5<\/sup>), plum (<em>Prunus<\/em> spp.<sup>5<\/sup>). <em>Thrips palmi<\/em> may be transported long distances when infested nursery stock or fresh plant parts are moved.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Worldwide Distribution<\/strong><\/span>: <em>Thrips palmi<\/em> is native to South-East Asia and has spread to many tropical locations throughout the world\u00b2. It is established in Hawaii and Florida.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Official Control<\/strong><\/span>: <em>Thrips palmi<\/em> is listed as a harmful organism by 73 nations including: Albania, Antigua and Barbuda, Argentina, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bermuda, Brazil, Bulgaria, Chile, Colombia, Costa Rica, Croatia, Cuba, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, French Polynesia, Georgia, Germany, Greece, Guatemala, Holy See (Vatican City State), Honduras, Hungary, Iceland, Ireland, Israel, Italy, Jamaica, Japan, Kazakhstan, Latvia, Lithuania, Luxembourg, Malta, Mexico, Moldova, Republic of Monaco, Montenegro, Morocco, Netherlands, New Zealand, Norway, Panama, Paraguay, Peru, Poland, Portugal, Romania, Russian Federation, San Marino, Serbia, Slovakia, Slovenia, South Africa, Spain, Svalbard and Jan Mayen, Sweden, Switzerland, Tajikistan, Tunisia, Turkey, Turkmenistan, Ukraine, United Kingdom, Uruguay, and Uzbekistan\u00b3.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>California Distribution<\/strong><\/span>: <em>Thrips palmi<\/em> has never been found in the environment of California.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>California Interceptions<\/strong><\/span>: CDFA\u2019s high risk programs, dog teams, and border stations have intercepted <em>Thrips palmi<\/em> 64 times on consignments from Hawaii and Florida. Most interceptions have been on orchids imported from Hawaii.<\/p>\n<p>The risk <em>Thrips palmi<\/em> (melon thrips) would pose to California is evaluated below.<\/p>\n<h5>Consequences of Introduction:<\/h5>\n<p><strong>1) <span style=\"text-decoration: underline;\">Climate\/Host Interaction<\/span><\/strong>: <em>Thrips palmi<\/em> is polyphagous and suitable hosts are grown throughout the state. However, melon thrips is only known to be established in tropical climates and greenhouses; some of the colder parts of California may be unsuitable for establishment. <em>Thrips palmi<\/em> receives a <span style=\"color: #008000;\"><strong>Medium (2)<\/strong><\/span> in this category.<\/p>\n<p>Evaluate if the pest would have suitable hosts and climate to establish in California. Score:<\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8211; Low (1)<\/strong> Not likely to establish in California; or likely to establish in very limited areas.<br \/>\n<span style=\"color: #008000;\"><strong>&#8211; Medium (2)<\/strong> may be able to establish in a larger but limited part of California.<\/span><br \/>\n<strong>&#8211; High (3)<\/strong> likely to establish a widespread distribution in California.<\/p>\n<p><strong>2) <span style=\"text-decoration: underline;\">Known Pest Host Range<\/span><\/strong>: <em>Thrips palmi<\/em> feeds on more than 50 species of plants in at least 20 families. It receives a <span style=\"color: #008000;\"><strong>High (3)<\/strong><\/span> in this category.<\/p>\n<p>Evaluate the host range of the pest. Score:<\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8211; Low (1)<\/strong> has a very limited host range.<br \/>\n<strong>&#8211; Medium (2)<\/strong> has a moderate host range.<br \/>\n<span style=\"color: #008000;\"><strong>&#8211; High (3)<\/strong> has a wide host range.<\/span><\/p>\n<p><strong>3) <span style=\"text-decoration: underline;\">Pest Dispersal Potential<\/span><\/strong>: Under favorable conditions, <em>Thrips palmi<\/em> can complete a generation in less than two weeks and each female can lay 100-200+ eggs. This indicates a high reproductive rate. Thrips palmi are small and are frequently hidden in pockets, cracks, and crevices on host material<sup>4<\/sup>. This enables them to elude inspections and facilities long distance dispersal through the movement of infested consignments. <em>Thrips palmi<\/em> receives a<strong><span style=\"color: #008000;\"> High (3)<\/span><\/strong> in this category.<\/p>\n<p>Evaluate the natural and artificial dispersal potential of the pest. Score:<\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8211; Low (1)<\/strong> does not have high reproductive or dispersal potential.<br \/>\n<strong>&#8211; Medium (2)<\/strong> has either high reproductive or dispersal potential.<br \/>\n<span style=\"color: #008000;\"><strong>&#8211; High (3)<\/strong> has both high reproduction and dispersal potential.<\/span><\/p>\n<p><strong>4) <span style=\"text-decoration: underline;\">Economic Impact<\/span><\/strong>: <em>Thrips palmi<\/em> is a primary pest of some crops and can be expected to reduce crop yields and increase crop production costs if it were to establish in California. The species is of quarantine significance to at least 73 nations and can be expected to disrupt markets for Californian agricultural commodities. <em>Thrips palmi<\/em> is also known to be an efficient vector of multiple plant pathogens including tomato spotted wilt virus<sup>5<\/sup>, bud necrosis virus<sup>5<\/sup>, and at least two other plant pathogens<sup>2<\/sup>. Melon thrips receives a <strong><span style=\"color: #008000;\">High (3)<\/span><\/strong> in this category.<\/p>\n<p>Evaluate the economic impact of the pest to California using the criteria below. The organism can interfere with the delivery or supply of water for agricultural uses.<\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8211; Low (1)<\/strong> causes 0 or 1 of these impacts.<br \/>\n<strong>&#8211; Medium (2)<\/strong> causes 2 of these impacts.<br \/>\n<span style=\"color: #008000;\"><strong>&#8211; High (3)<\/strong> causes 3 or more of these impacts.<\/span><\/p>\n<p><strong>5) <span style=\"text-decoration: underline;\">Environmental Impact<\/span><\/strong>: If <em>Thrips palmi<\/em> were to establish in California it could be expected to trigger additional treatment programs at farms, orchards, nurseries, and by residents. Melon thrips would also have significant impacts to home\/urban gardening and ornamental plantings. <em>Thrips palmi<\/em> receives a <span style=\"color: #008000;\"><strong>High (3)<\/strong><\/span> in this category.<\/p>\n<p>Evaluate the environmental impact of the pest on California using the criteria below.<\/p>\n<p style=\"padding-left: 30px;\">A. The pest could have a significant environmental impact such as lowering biodiversity, disrupting natural communities, or changing ecosystem processes.<br \/>\nB. The pest could directly affect threatened or endangered species.<br \/>\nC.
